Cardano treasury shifts$26.1M toUSDCx as contract rulesgovern payouts

Stablecoinsnow carrypart of Cardano'sdevelopment funding

Partof Cardano's development funding isnow heldin dollar tokens insteadof ADA, thenetwork's owncryptocurrency. Inan updatedated Oct. 9,2026, Intersect, the groupthat administerstreasury-funded Cardano projects, said its2026 Treasury Reserve SmartContract had administered 201.67 million ADA, 26.1 million USDCx and4.8 million USDM to date.

USDM andUSDCx are stablecoins, which are digital tokens designedto holda steadyvalue of onedollar. Becausethesebudgets are countedin dollars, changesin ADA's price nolonger directly changehow much workthemoney can payfor.Thedollar valuestill depends on the tokenholding its pegandon recipientsbeing able to useorredeem it.

Key numbers fromthe treasurydashboard

  • The SundaeSwap treasury dashboard lists4,505,955 USDM for Intersect's governanceand technical stewardship work, running through July 29, 2027.
  • Itlists316,253.88 USDM for Se7en Labs' Daedalus wallet program, running through Sept.29, 2027.
  • ADA-denominated budgets continuealongside them: Pallas, TxPipe's Rust librariesproject, has a525,000ADA budget, and Hydra has a4,947,757.56 ADA budget.
  • Intersect's 2026 TreasuryReserve Smart Contract hadadministered 201.67million ADA, 26.1million USDCx and 4.8 million USDM as of its Oct. 9 update.

What Intersect'sown updates say

In itsOct. 2 update, Intersectsaid bothstablecoin withdrawals had been mintedthrough Moneta Digital into USDM andplaced in live smart contracts. Asmart contract is a program ontheblockchain that holdsandreleases funds accordingto setrules.

Intersect's milestone policy ordinarilyrequires acceptance evidence and invoices, with payment usually falling30 days after a milestone completiondate. The samepolicy describes the smart-contract framework as"fail-open": paymentsthat are notpaused can become available throughtime-based release even if administrationor oversight fails. Under the publishedoperating process, administratorscan pause paymentssubject to leadership review, whileexecutive approval isneeded to resume themafter problemsare fixed.

Intersect's stablecoin election termsplaceexecution rate, spread, slippageand related conversion risks on suppliers. Supplierscan batch conversions and committo the elected coin forthe statement of work, sothe amount actually converted setsthe starting point for protectionfrom later ADA price moves.

Paymentdates, acceptance and withdrawalsmoveseparately

InIntersect's project snapshot retrieved Oct.16, three payments dated Sept.29 were labeled unlocked whileshowing no milestone evidence submitted. Se7en's initial paymentof 63,188.312 USDM was marked withdrawn on Oct.12, with asigned contract as theacceptance criterion and no evidence submissionrequired for that firstmilestone.Se7en's project page alsostates thatwithdrawals are limited to an on-chainallowlist of payout destinations.

CryptoSlate notesthat these answerdifferent questions: unlockedfundsshowaschedulehas matured, acceptance shows workwas signedoff, and withdrawal recordsanactual transfer. The absence of a dashboardsubmission alone does not showthat work was notperformed.

Whatis confirmed

  • Intersect's Oct.9 update reports cumulativeadministration of 201.67 million ADA, 26.1 million USDCx and 4.8 million USDM byits 2026 Treasury ReserveSmart Contract.
  • TheSundaeSwap dashboard showsthetwo USDM budgets above,plusADA-denominated budgetsfor Pallas and Hydra.
  • Se7en's initial USDM payment isshownas withdrawn, and threeIntersect payments datedSept. 29 are shown asunlocked in theOct. 16 snapshot.

Intersect stressesthat "administered" measures cumulative activity.Current reserve holdings, amountsheld in vendor contracts andcompleted spendingare separate measurements, andthe sourcedoes not providefiguresfor those.

Whypayoutrulesmatter asmuch as the amount

Dollar denomination reducesexposureto ADA'sprice moves, but itdoes not makea scheduledamount availableonits own. The schedule, pausestate and payout configuration governwhen and where tokens can move, andconvertingthetokensinto bank dollars isa further step. ForUSDM, redemptiondependson aneligible routeand issuer-specific accountchecks; USDCx convertsto USDC before dollarredemption, according to CryptoSlate's descriptionofthe flow.
