Chainalysis sues ICE over $95 million blockchain contract awarded to TRM Labs

Chainalysis, a blockchain analytics firm, has filed a lawsuit against U.S. Immigration and Customs Enforcement (ICE), alleging the agency unfairly awarded a $94.66 million contract to rival firm TRM Labs. The complaint claims ICE tailored the contract requirements to favor TRM Labs and failed to conduct a fair competition.

Allegations of an unfair process

According to a redacted version of the complaint made public on August 29, Chainalysis Government Solutions (CGS), a subsidiary of Chainalysis, argues that ICE relied on undisclosed criteria from an earlier Request for Information (RFI) rather than the later Statement of Need provided to competing firms. The RFI, issued on May 28, included specific questions that closely matched TRM Labs’ existing products and partnerships, such as operating a proprietary scam victim-reporting database and having automated asset-freeze capabilities.

ICE awarded TRM Labs the sole-source contract on June 8, giving other firms just three days to submit a one-page capability statement in response to a broader Statement of Need. Chainalysis was the only firm to submit such a statement, but ICE determined the following day that TRM Labs was the only provider capable of meeting its needs.

Discrepancies in requirements

The complaint highlights inconsistencies between the RFI and the Statement of Need. For example, the RFI asked whether vendors could automatically notify virtual asset service providers (VASPs) when flagged funds moved, enabling voluntary holds without human coordination. However, the Statement of Need only called for “real-time scam wallet screening for financial institutions and exchanges.” Chainalysis argues it was never informed that the more specific RFI criteria would be used to evaluate competitors.

Additionally, the lawsuit notes that “sextortion” was a key mission area in the Statement of Need but was not mentioned in the RFI. ICE’s justification for awarding the contract to TRM Labs cited capabilities like a large scam-victim database and partnerships with stablecoin issuers—requirements that Chainalysis claims were not clearly outlined in the Statement of Need.

Chainalysis calls for open competition

Chainalysis argues that the rushed and restrictive process prevented a fair evaluation of its capabilities. The firm claims it could have met the requirements if given the opportunity to address them properly. The lawsuit asks a federal court to block the TRM Labs contract and require ICE to conduct a full and open competition.

The contract, which runs from July 1, 2026, to June 30, 2027, is described by Chainalysis as the largest blockchain analytics contract ever awarded by the U.S. government.
