EU Financial Watchdog to Target AI and Tokenization Oversight in 2027

EU regulators focus on digital innovation risks

The European Securities and Markets Authority (ESMA) has announced that artificial intelligence and tokenization will be the main focus of its supervisory work in 2027. This announcement was made on Wednesday, September 23, 2026.

Tokenization is the process of converting rights to an asset into a digital token on a blockchain. ESMA stated that the new priority aims to help national regulators build expertise and create consistent oversight methods as financial firms increasingly use these technologies.

Key supervisory actions

  • Supervisors across the EU will map how firms use AI and tokenization in products and processes that affect investors directly.
  • Regulators will check a subset of firms that are most affected by these technologies.
  • The initiative is designed to identify risks such as biased or misleading AI outputs and products that may be too complex for investors to understand.
  • ESMA will also look for examples of innovations that improve investor outcomes and reduce bias.

ESMA's official statement

ESMA described the initiative as a Union Strategic Supervisory Priority (USSP). These priorities are used to coordinate the work of national regulators on risks that require attention across the entire European Union. The authority noted that every three years, it identifies up to two such priorities to reflect emerging developments and trends.

The new digital innovation priority will run alongside an existing USSP on cyber and operational resilience, which was launched in 2025. ESMA is also closing a separate priority focused on environmental, social, and governance disclosures this year.

Why this matters for investors

This move signals that European regulators see the integration of AI and tokenized assets in traditional financial services as a significant area requiring closer attention. By focusing on how firms explain these technologies to investors and ensuring reliable results, ESMA aims to protect investors as the financial landscape evolves.
