The proposal was posted to Balancer's governance forum on September 14, 2026. It comes as the protocol faces financial challenges, with monthly operating costs exceeding its revenue.

How the Redemption Process Works

A second round in January 2028 would airdrop any unspent funds or unclaimed shares to those who participated in round one. A final sweep in July 2028 would distribute any remaining assets.

Shares are calculated based on circulating supply, excluding certain tokens like those in vesting safes. Special conditions apply for veBAL locks and other wrapped tokens.

Immediate Steps: Pools and Operations

If approved, Balancer pools that can be paused will be paused on October 30, 2026, and set to withdrawals-only. The protocol's frontend and related services will treat everything as discontinued from that date. Bug bounty coverage also ends on October 30.

Contributors were notified on August 27, with a two-month notice period until October 31. From November 1, infrastructure will be reduced to essential withdrawal interfaces and documentation.

Financial Challenges Driving the Decision

The proposal highlights ongoing financial issues. Monthly operating costs are about $150,000, while protocol revenue was approximately $30,000 in August, down from $97,000 in June. Balancer's total value locked stands at $58.9 million across all versions, according to DefiLlama, with $61,230 in protocol revenue over the past 30 days.

The protocol's treasury earns about $25,000 monthly from managed assets. The author notes that continuing on the current path would spend down the treasury without improving the situation.

Background and Previous Plans

This proposal supersedes earlier plans. BIP-919 had committed to a BAL token buyback at net asset value, which is now canceled in favor of the redemption. It also replaces BIP-687, which had earmarked $1 million for a bug bounty program.

The author, Marcus Hardt, referenced a November 2025 exploit that drained over $128 million from legacy v2 pools as a factor making it harder to build traction, though he stated the winddown case does not solely rest on this event.

What Is Still Uncertain

The exact implementation of the claim contract is pending, with a specification due by the end of February 2027 for community review. The contract must be audited before the first redemption round. Additionally, contributors are working on a separate proposal to continue operations under a new name as a fork, but this has not yet been posted.
