U.S. Banking Regulator Aims to Finalize Stablecoin Rules by November
OCC Rushes to Meet Stablecoin Rule Deadline
The Office of the Comptroller of the Currency (OCC), a U.S. banking regulator, plans to finalize rules for stablecoins by November 2026. The rules will implement the GENIUS Act, a law signed in July 2025 that sets guidelines for digital dollars known as stablecoins. The OCC aims to meet a January 18, 2027, deadline before the law takes full effect.
Jonathan Gould, the head of the OCC, announced the timeline at the Wyoming Blockchain Symposium. He said the agency is working quickly to review feedback from the crypto industry and expects to begin processing applications from stablecoin issuers in 2027.
What the GENIUS Act Rules Cover
The OCC’s 376-page proposal, released in February 2026, outlines rules for the entire lifecycle of a stablecoin. This includes how issuers manage reserves, ensure users can redeem stablecoins for cash at face value, maintain liquidity, handle risk, conduct audits, and manage custody and shutdowns if needed.
Key Details from the OCC
- The OCC will finalize the rules by November 2026.
- The GENIUS Act was signed into law in July 2025 and takes effect in January 2027.
- The OCC missed an earlier July 2026 target but is now moving quickly.
- The agency expects to start processing applications from stablecoin issuers in 2027.
- Digital-asset chartering activity has increased eightfold compared to the start of the Biden administration.
Why the Rules Matter
Stablecoins are digital currencies designed to maintain a stable value, often pegged to traditional money like the U.S. dollar. The GENIUS Act aims to create clear federal rules for how these digital dollars are issued and managed. The OCC’s final rules will help determine how banks and other financial institutions can participate in the stablecoin market.
What Happens Next
The OCC plans to publish the final rules by November 2026. After that, it will begin accepting and reviewing applications from companies that want to issue stablecoins under the new framework. The law will take full effect in January 2027.
