UTI PAN Card Photo and Signature Resizer, Converter and Compressor
UTI PAN Photo and Signature Resizer prepares the two images requested in a PAN application: a square photograph and a wide signature. Choose the photo or signature tab, upload an image, crop it, and download a JPEG within the stored size window.
The page opens on the type step, so the PAN presets are already selected. The photo is square, while the signature is a wide rectangle. The advanced panel lets you override the dimensions, KB limits, DPI and format when the portal's instructions differ.
The stored values are a starting point. Confirm the current UTI or NSDL instructions before uploading, because PAN application rules and portal behaviour can change.

What the tool prepares
The photo preset produces a 213 by 213 pixel square JPEG with a 5 to 30 KB size window. The signature preset produces a 400 by 200 pixel JPEG with a 5 to 60 KB window. Both have DPI variants in the stored data, but the pixel dimensions are the same; DPI is metadata.
The editor provides crop, zoom, rotation, flip and brightness/contrast controls. A face guide helps centre a portrait for the photo tab. The signature tab uses the same crop frame, so you can remove extra paper around the signature.
The server resizes to the exact pixels, converts to JPEG, writes the DPI value, and adjusts quality to reach the KB ceiling. If the file is below the minimum, it can enlarge it. The download is named uti_photo.jpg or uti_signature.jpg.
How to resize a PAN photo
- Open the Photo tab.
- Upload a recent, clear portrait with a plain background.
- Drag and zoom the image until the face fills the square guide without cutting the head or chin.
- Use rotate or brightness only if needed; avoid filters that change skin texture.
- Check the comparison values for dimensions and KB.
- Process the image and download the JPEG.
- Open the file and verify the square shape and size before uploading it to the PAN portal.
If the photo is rejected for content, resizing will not fix it. Background, lighting, expression and recency are separate requirements.
How to resize a PAN signature
- Open the Signature tab.
- Upload a scanned or photographed signature on plain paper.
- Crop tightly around the ink, leaving a small margin.
- Check that the strokes are dark and continuous.
- Process and download the JPEG.
- Verify the 400 by 200 shape and the KB window.
A signature that is too small in the source will look soft when enlarged to the wide frame. Scan at a higher resolution or take a closer, evenly lit photo. Remove any background shadows before uploading.
Understanding the stored limits
The 5 KB minimum can be as important as the maximum. A very small or simple signature may fall below 5 KB and be enlarged by the server. The enlargement can add file size without adding real detail. Check the result visually, not just the number.
The 30 KB photo ceiling is tight for a detailed portrait. The server lowers JPEG quality to fit, but a busy background can still push the file over the limit. A plain background and a simpler crop help.
The signature ceiling is more generous at 60 KB. Even so, a noisy scan with a grey background can exceed it. Clean the background and crop to the ink rather than relying on compression.
DPI, format and advanced overrides
DPI is written into the file metadata and does not change the pixels. A 300 DPI and a 96 DPI version of the same 213 by 213 image contain the same square pixels. Follow the portal's stated requirement if it asks for a particular DPI.
The output is JPEG. A PNG or WebP upload is converted, and transparency is flattened. If the portal accepts only JPEG, that is the right choice. If it requires a different format, use the advanced panel or a dedicated converter.
The advanced panel can override the width, height, unit, maximum size, minimum DPI and format. Use it only when you have the current requirement in front of you. Changing a value without checking the portal can produce a file that passes this page but fails the application.
Common mistakes
- Using the wrong tab: the photo and signature presets are not interchangeable.
- Cropping the signature too loosely: extra paper reduces the ink size and can push the file over the limit.
- Uploading a screenshot: it may be too low-resolution for a clean print.
- Assuming DPI changes the pixels: it only changes metadata.
- Ignoring the minimum KB: a file can be too small as well as too large.
- Relying on an old guide: confirm the current PAN portal instructions.
Privacy and limits
The image is uploaded to the server for processing. A PAN photo and signature are personal data; do not upload them on a shared computer or a network you do not trust. The page does not create an account or a gallery, but the file still leaves the device.
The upload is capped at 10 MB. The editor works best with a high-quality source. A photo that is already compressed or cropped may not have enough detail for the target size.
The tool does not verify your identity, check the signature against a specimen or submit the PAN application. It only prepares the image files. Confirm every requirement with UTIITSL, NSDL or the official PAN portal before submitting.
Photo content rules
The resizer handles dimensions and file size, not the content of the photo. A PAN application usually expects a recent colour photograph with a plain background, a full face and no heavy editing. A cropped group photo, a screenshot or a filtered selfie may pass the size check but fail the application review.
Keep the face centred and leave a little space above the head. Do not cut the chin or the top of the hair. If the photo is too dark, use a gentle brightness adjustment rather than a strong contrast boost that clips the shadows.
Remove red-eye and obvious blemishes only if the editing is subtle. A natural photo is safer than a heavily retouched one. The page cannot tell whether the image meets the portal's content rules.
Preparing the signature
Sign on plain white paper with a dark pen. A blue or black ink signature scans well; a pencil signature may be too light. Photograph the paper straight on, or scan it, and crop tightly around the ink. Leave a small margin so the strokes are not clipped at the edge.
If the scan includes a table or ruled lines, remove them before uploading. The signature frame is wide, so extra content on the sides reduces the size of the actual signature. A clean crop also helps the file stay within the KB window.
Check that the signature is complete. A crop that cuts off the final stroke can look like a different signature. If the portal compares the signature with a specimen, an incomplete image may cause a mismatch.
After the download
Open both JPEGs and check them at 100 percent. The photo should be square, and the signature should be a wide rectangle. Confirm the file sizes in the operating system, not only in the page's preview.
Keep the files in a folder with the rest of the PAN application documents. If the portal rejects a file, note the exact error before changing anything. A size error is different from a format error or a content error, and each has a different fix.
The page does not submit the application or store the files. You still need to upload them to the official portal and complete the rest of the form. If the portal's instructions have changed, use the advanced panel to match the current values rather than forcing an old preset.
